Public and private shareholders take part in a completely new kind of experience in the Nation.The company consists of four public shareholders, the Municipality of Parma, the promoting partner, holding 43% of shares,the Municipality of Noceto, holding 1%the municipality of Medesano, holding 1%, the Municipality of Salsomaggiore, holding 1% and of a major private shareholder, Pro.Ges. (a limited coop society), which has been chosen according to the customary laws of Public Aminstration, and holds 51% of the shares.
The remaining 3% of the capital, is reserved exclusively to other local public organizations. The members of the board of directors are five, of which two publicly designated and three of private nomination.
The president of the company, as well as the President of the Unions Assembly, is by statute designated by the promoting partner.
Parmainfanzia currently manages a number of services, among which, three pre-schools, seven infant- toddler centers, the service of family and home instructor, nine after school play centers in municipal pre-schools.
Families at the time of enrollment can choose between centers directly managed by the municipality and other ones managed by ParmaInfanzia. In both instances the Municipality is in charge of accounting, it , in fact , issues invoices to the families for tuition payments.
Parma Infanzia was founded also to provide instrumental support to infant-toddler centers and pre-schools., as far as all activities which,although, considered accessory, are nevertheless functional to the quality of the education offer. Among such activities are professional development, publishing, conferences management , for which guidelines are provided by a Joint Committee, whose members are managers and education experts of the Municipality of Parma.

In the past two years, the infant- toddler centers and pre-schools of the Municipality of Parma and, some private enterprises such as PROGES have earned quality certification according to the UNI EN ISO 9001:2000 Regulation/Law. Planning and providing education services to children age 0 to 6 , is the application area of the quality management system.
Quality certification does not simply mean receiving a seal visible from outside, it also means establishing an integrated system of monitoring on the service that improves the network of communication and objectives among the different contexts, roles, tasks present in it.
The improvement comes from pausing at every step of the different processes and keeping tracks of the interaction between families, staff of infant-toddler centers and pre-schools, and the center involved.
All of this has produced quality not as absolute value, but as a tool to interact among people who share a common passion and interest in their profession, with the goal to define in a common and visible way thoughts, objectives, suggestions.
